There is, however, one possible way in which Trump's promise to eliminate "sanctuary cities" — in which the police refuse to help federal immigration agents enforce federal immigration law — might actually serve the interests of many immigrant-rights advocates.

As Vox's Dylan Matthews notes, the law already requires that federal agents cooperate with local law enforcement on immigration investigations. However, sanctuary cities that refuse to cooperate with federal immigration agents have the chance to claim a temporary reprieve in some circumstances. If that's how people who claim sanctuary feel about Trump, it suggests that his "deportation force" proposal is an attempt to achieve this temporary relief.

Indeed, it has appeared that Republicans might have to settle on their own definition of "sanctuary city" as one in which police officers will not assist Immigration and Customs Enforcement on immigration matters, with Trump even suggesting that such a policy would be more limited than the law permits. "We may need to look at what's called'sanctuary city' for certain things, but you may also need to look at'sanctuary city' for certain things where you have local agencies that are not cooperating with federal law enforcement," he said during a White House meeting on immigration enforcement.

"If you are cooperating with ICE, it is going to end up being a pretty difficult situation," he added.

That definition is different than the standard definition that Congress adopted in 2013 after President Obama announced his intention to crack down on sanctuary cities. The legislation required localities that receive public funds (both federal and state) to grant all federal and state immigration agents access to their databases so as to "reconsider, correct or reverse an unlawful decision by a Federal law enforcement officer." The legislation also provided "legislative sanction to a law enforcement agency or local entity if it fails to comply with this mandatory policy." (One recent analysis of the 2013 legislation found that it imposed substantial costs on local governments with nearly $7.3 billion in annual federal funding for law enforcement.)
